An applicant must obtain a minimum of 67 units in order
to meet the selection criteria. In addition, he must pass
an official test to evaluate his language skills.

FAMILY
MEMBERS OF THE APPLICANT ARE INCLUDED IN HIS APPLICATION
: The
spouse and any unmarried children under the age of 22
are included in the application. Children over 22 are
considered under certain circumstances.

PROCESSING
TIME FOR APPLICATIONS OF DIFFERENT CATEGORIES :
The time frame
being set for processing applications at different Provincial
and Federal Immigration Offices varies and changes in
accordance with the resources provided by the governments
and the volume of applications received.
At present, on an average, processing time is within the
range of
9 - 48 months, depending on the immigration office, how
the case is processed and the type of case.
Generally speaking, the time frame being set forth is
indefinite. Processing time appears longer in these days
because of the huge backlog in the past. And some effective
measures have already been taken by the Quebec and Canadian Governments
to speed up the immigration process and the backlog situation
will soon be remedied and under good control.

| QUEBEC
SELECTION CRITERIA

*
Independents who intend to immigrate to Quebec are
subject to the Quebec selection criteria

There are 3
sub-programs for INDEPENDENT APPLICANTS (workers):
“Employability” , “The Occupations In Great Demand In Quebec”
and “ Validated Job-Offer”.
Emphasis is put on abilities in French language, motivation
and intent of an applicant to establish and settle in Quebec.
Preferable age of an applicant : 25-35
Independent Category: The pre-selection passing unit for a single applicant is 30 and that for a couple is 35. The passing unit for a single
applicant is 60 and that for a couple is 68. |
ENTREPRENEUR
IMMIGRANTS
An ENTREPRENEUR
IMMIGRANT is someone who :
| a. |
intends
and has the ability to establish or purchase a substantial investment
in a business or commercial venture in Canada that will make a
significant contribution to the economy; and whereby employment
opportunities will be created or continued in Canada for two (minimum)
or more Canadian citizens or permanent residents other than the
entrepreneur and his dependants. |

| b. |
intends
and has the ability to provide active and on-going participation
in the management of the business or commercial venture. |

BASIC SELECTION CRITERIA
To play safe, it is preferable to have experience and assets more than the minimum of CDN$ 300,000 which is required by the Immigration Authorities:

Nova
Scotia, Alberta: an applicant should have a total networth of
CDN$ 350,000 - 400,000 (minimum) and three years’ management
experience (minimum) in a business. |

|
Ontario,
British Columbia: an applicant should have a total networth of
Cdn$ 500,000 (minimum) and three years' management experience
(minimum) in a business |
 |
| c. |
Quebec
applicants: should have a total networth of Cdn$ 350,000-400,000 (minimum)
and three years’ management experience (minimum) in a business. |

THE APPLICANT
can be an owner, a director, a shareholder, the general manager
or manager of a company with a percentage of the common shares of the business. |
 |
THE
SUM OF INVESTMENT |
| It is
not fixed and the amount varies in different provinces of Canada.
But it is preferable to be ready to invest between 100 000 and
250 000 Canadian dollars depending on the chosen provinces. |
CONDITIONS OF LANDING
AND COMMITMENTS TO BE FULFILLED BY AN ENTREPRENEUR AFTER LANDING IN
CANADA
| a. |
The
entrepreneur must create or continue an employment opportunity
for 1 (minimum) Canadian citizen or permanent resident other than
the entrepreneur or his / her dependants. |

| b.
|
The entrepreneur
should invest a reasonable amount of money to start his business and report to the Federal Immigration Office regarding the progress achieved. |
 |
| c. |
The
entrepreneur has got an obligation for an active and on-going
participation in the management of a business that he has set
up or purchased. He should own at least 33.33% of the common sharesof the business. |
INVESTOR
IMMIGRANTS
AN INVESTOR
will have to invest Cdn$ 800,000 in a fund approved by the Provincial
and Federal Government of Canada for a term of 5 years. The investor
can choose between paying the full amount or taking the financing
option of paying Cdn$ 220,000.
BASIC SELECTION CRITERIA
Generally speaking, the
applicant should have a total networth of CDN$ 1,600,000 (Minimum) and
few years’ management experience (Minimum) in a qualified business.
FOR QUEBEC APPLICATIONS:
A civil servant with a good salary and few years’ managerial /
management experience is also eligible to apply.
In general, THE APPLICANT should be the
owner, director, shareholder, general manager, or manager of a business in which he holds a significant number of common shares.
SELF-EMPLOYED
PERSON
A SELF-EMPLOYED
PERSON is an immigrant who has the ability to create his own employment opportunity
and to make a significant contribution to the economy
or the artistic life of Canada (e.g. Pianist, Musician, Athlete and
others who have got a good cultural background). In addition, he needs to have some experience on the international plan.
For Quebec cases, he must speak French in addition to other qualifications. He should have assets of more than 100 000 Canadian dollars.
